Is it permissible to perform the 'Isha prayer an hour and a half after the Maghrib prayer, in order to alleviate the hardship for worshippers who face difficulty due to the 'Isha prayer being delayed until 11:30 PM?

The time for the Isha prayer begins with the disappearance of the red twilight (shafaq al-ahmar). The prayer must be performed at its designated time, as Allah Almighty says: "Indeed, performing prayer is for the believers a book prescribed at a fixed time." (Quran 4:103). If the twilight does not disappear until dawn in some lands, then the time for Isha prayer must be estimated based on the nearest city where the twilight does disappear.
