The answer

Listening to the sermon on Friday is obligatory everywhere, but some scholars – such as Ibn Hajar al-Haytami – have stipulated the permissibility of performing during the sermon in Mecca, because it does not contradict listening to the preacher, unlike prayer. As for the prostration of recitation (sajdat al-tilawah), it is possible that it is forbidden by analogy with prayer, and it is also possible that it is not forbidden because it is not a prayer. The continuation of prayer is not forbidden, but prolonging it is forbidden. While tawaf is permissible, it is more appropriate to listen to the sermon, because tawaf can be performed at any time, unlike listening to the entire sermon.
