It is impermissible to join a college where performing prayers on time becomes difficult. If one has joined such a college, it is obligatory for them to leave it. However, if the intention is to combine prayers at the end of the time for the second prayer, such as combining Dhuhr and Asr prayers together during the time for Asr, and Maghrib and Isha prayers together during the time for Isha, this is permissible out of necessity according to some scholars, provided that it does not become a habit. Nevertheless, not joining such colleges is more cautious and absolves one of responsibility, especially if they are military or police colleges where prayers are delayed, due to the prohibition against engaging in work with those who delay prayers beyond their appointed times.
