What is the ruling on giving charity to a sick prisoner who is serving his sentence and has a family?

Charity is one of the best acts of devotion, and it is permissible to give it to both Muslims and non-Muslims, even if the recipient is a transgressor or a disbeliever. Allah the Almighty accepted the charity of one who gave to a harlot and a thief. It is recommended to give charity to a prisoner, even if he is a transgressor, especially if he has dependents who need support. The evidence for this is the verse: (And they feed, for the love of Allah, the needy, the orphan, and the captive) [Al-Insan 76:8], and the captive here refers to a prisoner of war. Also, the Prophet, peace and blessings be upon him, spoke of a man who gave charity to a thief, a harlot, and a rich man, and his charity was accepted. And he spoke of a man who gave water to a dog, for which Allah thanked him and forgave him.
