Is dragging one's garment (isbal) indoors or in the presence of close relatives considered among the forbidden acts?

The ruling on the impermissibility of letting one’s garment drag on the ground (isbal) was previously clarified in Fatwa no. 40886. This is a general ruling regarding the description of a Muslim’s lower garment (izar), whether he is in his home or outside it.
