It is permissible to participate in a competition for student housing and then sell it (or rent it out) under two conditions: First, entry into the competition must be free. Second, the university must approve the sale of the housing, because the student often only owns the right of usufruct and is not allowed to let others reside in it without the university's approval. If the company's regulations prohibit renting out housing allocated to an employee, then it is not permissible for him to do so.
