Is there any harm in saying "I lower my gaze" without intentionally lowering it?

Allah commanded lowering the gaze from what He has forbidden, such as a man looking at a non-mahram woman. As for a man looking at another man, the basic ruling is permissibility, unless there is a fear of temptation from a beardless youth. When conversing, one should look at the speaker and listen attentively without lowering the gaze, as turning away from him is not

from the etiquettes of conversation. What the questioner said to his friend, if it was a lie, then it is forbidden.
