Are Jibreel and Mika'eel, peace be upon them, angels of mercy or of punishment?

A vision does not establish a legal ruling. Allah has angels of mercy and angels of punishment. The angels of mercy and the angels of punishment disputed over a man who had killed one hundred souls and then repented. A king in the form of a human arbitrated between them, instructing them to measure the distances between lands. They found him closer to the land of repentance, so the angels of mercy took possession of him.
