Is a resident of Mecca required to offer a Hadi (sacrificial animal) if he performs Umrah in Shawwal, then travels to Medina and returns to Mecca in Dhu al-Qi'dah with the intention of performing Hajj al-Ifrad?

A Meccan, if he performs 'Umrah leading to Hajj (tamattu'), is not required to offer a sacrifice (hady); this is based on the Almighty's saying: "That is for him whose family is not in attendance at al-Masjid al-Haram." And his departure from Mecca for a need during the months of Hajj does not necessitate a sacrifice (dam), because he has not ceased to be described as one of the attendees of al-Masjid al-Haram.
