Is it forbidden to cut nails at night, and is it obligatory to spit lightly on nails and hair three times and say "Bismillah" (in the name of Allah) before throwing them in the trash to prevent Satan from picking them up and using them?

The statement that cutting nails at night is reprehensible (makrooh) has no basis, and it is permissible to cut them at any time. Similarly, the statement that it is obligatory to say "Bismillah" three times over nails and hair before discarding or burying them, out of fear that Satan might use them, has no basis and is incorrect. Rather, it is permissible to dispose of them in the trash, down the drain, or by burying them. If a person fears that they might fall into the hands of sorcerers, then let them dispose of them in a place inaccessible to such people.
