The basic principle is that withdrawing money is permissible. However, if the withdrawal is prohibited due to a legitimate religious right, and he resorts to deception, then it is not permissible to assist him. But if the prohibition is without a just cause, then there is no harm in assisting him, and it is permissible to accept what he gives you.
