Does the Day of Arafah begin from the decline of the sun on the ninth day until the dawn of the tenth, while other days begin from sunset until the following sunset?

The beginning and end of the Shar'i day and the Day of 'Arafah have been previously explained in Fatwas 47127 and 43929. It can be added that the beginning of the Day of 'Arafah, considering the Stand (Wuqoof), is from midday (Zawal) according to the majority of scholars, and from Fajr according to the Hanbalis.
