It is forbidden for a government employee to take money in exchange for their obligatory work, because it constitutes consuming people's wealth unlawfully, which is prohibited in His — the Almighty’s — saying: "And do not consume your property among yourselves in falsehood." It is permissible to report him to the authorities to seek justice for yourselves. If you do not find anyone to give you justice, there is no impediment, and he will bear the sin.
