What is the ruling on residing in a country where a person cannot manifest the rituals of religion, such as praying in the mosque, growing a beard, and learning the pure doctrine and creed, due to the presence of work and family?

If you are unable to practice your religious rites in a country or environment, and you are able to emigrate to a country where you can do so, then emigration becomes obligatory upon you. There is no difference in this ruling between lands of disbelief and lands of Islam where evil and corruption prevail, and indecencies are widespread.
