Is it permissible for someone coming from Egypt for Hajj to enter into ihram from their hotel in Mecca after performing Umrah and exiting ihram, given that it is permissible to perform more than one Umrah before Hajj? And is it sufficient for the hair to cut only three hairs when exiting ihram? And is a sacrificial animal (hady) obligatory for him, and when should he slaughter it, and is it necessary for there to be witnesses to its slaughter?

The person performing Umrah and then Hajj (Mutamatti') must enter into ihram from the miqat (for people from Egypt, it is Al-Juhfah), though it is permissible to enter ihram before that. The ihram for Hajj is from Mecca, as Hajj originates there, and one is not required to go out to Tan'im for it. It is permissible for the Mutamatti' to repeat Umrah from the nearest point outside the Haram boundary (Tan'im). A sacrifice (hady) is obligatory for the Mutamatti', as Allah Almighty says: "But whoever performs 'Umrah [in the months of Hajj] then [continues on] to Hajj - then [for him is] that which is easy from the sacrifice." Its time is the Day of Sacrifice (Yawm al-Nahr) and the Days of Tashreeq, and its location is the Haram. It is permissible and recommended to eat from the hady of tamattu'. It is permissible to share in the hady (a cow or a camel for seven people), and the presence of witnesses during the slaughter is not required. A Mutamatti' who has repeated Umrah in Mecca is only required to offer one hady. For shortening the hair (taqseer), it is safer to ensure it covers the entire head. It is permissible to release from ihram in the hotel, though the Sunnah is for the Umrah performer to release on Marwah and the Hajj performer in Mina.
