Are employees of mosques not designated for Iʿtikāf sinful if they prevent people from performing Iʿtikāf in them based on the orders of the ruler, and do they fall under the words of Allah Almighty: "And who is more unjust than one who prevents the mosques of Allah from having His name mentioned therein," given that there are other mosques authorized for Iʿtikāf?

Masjids are the houses of Allah built for His worship. A Muslim has the right to enter them and perform I'tikaf (spiritual retreat) therein. Preventing I'tikaf in them is a great injustice. The prohibition becomes even more severe if the prevention is due to the اعتikaf-observing individuals adhering to the Sunnah and combating innovation (bid'ah). Masjid employees must stand against anyone who wrongfully prevents I'tikaf, or gently request them to reconsider I'tikaf if it will cause harm. Preventing I'tikaf may be acceptable in small masjids that cannot accommodate worshippers.
