Is reading the Quran obligatory, and will one who regularly abstains from reading it be punished?
Completely abandoning the recitation of the Qur’an is one of the blameworthy forms of abandoning the Qur’an. Allah the Almighty described this, saying: (And the Messenger said: "My Lord, indeed my people have taken this Qur’an as abandoned.") This abandonment includes multiple types, among them abandoning listening to it and believing in it, abandoning acting upon it, abandoning ruling by it and seeking its judgment, abandoning pondering and understanding it, and abandoning seeking healing and treatment through it. Whoever neglects its recitation, pondering, or acting upon it falls into one of the branches of abandonment. What is prescribed for a Muslim is to maintain the recitation of the Qur’an, do it frequently, and avoid abandoning it in any of the forms of abandonment mentioned by the scholars.
