Is it permissible to send Zakat money to relatives who are unable to perform the Hajj or Umrah pilgrimage?

If a person is self-sufficient financially or is supported by another, then zakat should not be given to him to perform Hajj or Umrah. However, if he is poor, there is no objection to giving him zakat due to his poverty, and his Hajj is valid, and there is no blame on him or on the one who gave it to him.
