Is it permissible to give a poor person from the Zakat to perform the Hajj obligation?
The recipients of zakat are outlined in verse 60 of Surah At-Tawbah. Scholars have agreed that the Almighty's saying: {and in the cause of Allah} refers to jihad in the cause of Allah. They differed, however, on whether it includes Hajj or not. The majority of scholars held that it is specific to jihad and does not include Hajj, while Imam Ahmad was of the view that Hajj is included, citing the hadith of Umm Ma'qil: "Give it to her, so she may perform Hajj with it; for it is in the cause of Allah," and the saying of Ibn Umar: "Indeed, Hajj is part of the cause of Allah." Some scholars, such as Ibn Taymiyyah and the Permanent Committee, permitted giving zakat to the poor for them to perform the obligatory Hajj (Hajjat al-Islam), as it falls under the general meaning of His saying, the Almighty: {and in the cause of Allah}.
