If the funds come from voluntary donations and charities, then there is no objection to it, as it is a door to good deeds. Nevertheless, the more essential needs of the needy should be prioritized.

However, if the funds are from Zakat money, the majority of scholars hold that Hajj is not among the permissible disbursements of Zakat. The person responsible for Zakat funds must disburse them according to their legally prescribed categories, especially given the numerous needs of people. It is not permissible for him to risk Zakat funds on a contentious issue.

If the donor is able to perform Hajj, he should prioritize performing Hajj himself first. However, if he does not have the financial ability, he is not obligated to save money for Hajj, and he may donate some of his money to help others.
