After performing the obligatory Hajj, is it better to perform Hajj again, or to offer it to someone else who is healthy but not financially capable?

If the intention is to donate the expenses of a voluntary Hajj to someone who cannot afford it, then giving him the money is considered charity (sadaqah). Scholars have stated that Hajj is better than non-obligatory charity, unless there are needy or desperate relatives, in which case charity to them is better. However, some scholars preferred charity over Hajj. العلامة Al-Uthaymeen favored enabling others to perform the obligatory Hajj over performing a voluntary Hajj, stating that "whoever equips a warrior has indeed fought," and Hajj is a type of jihad. Giving money to a poor person to perform his obligatory Hajj is better than performing Hajj by proxy on behalf of someone else for a voluntary Hajj. As for performing Hajj on behalf of another and dedicating the reward to them, this is not legislated except for a deceased person or someone who is physically unable to perform Hajj.
