Is the sin of the deceased forgiven and his torment in the grave removed if his mother pays off his debt from the diya (blood money) and her own money, knowing that he died while fasting and uttered the Two Testimonies before his death?

All debts of the deceased must be paid from their estate before it is divided, even if it depletes the entire estate. However, the heirs are not obligated to pay the debt if the estate is insufficient, though it is commendable for them to do so. If the wife has undertaken to pay her husband's debts from the estate, this becomes her religious obligation. The deceased's obligation is cleared, and the sin is removed upon the actual payment of their debts, and the deceased finds relief from debt through actual payment, not merely through the assumption of responsibility.
