What must a woman do to atone for her actions after she killed 15 puppies following two dogs preying on a small sheep she owned, and then regretted, fasted, gave charity, and sought forgiveness?

It is not permissible to kill animals except when sanctioned by the Shariah. Killing a bird or any animal larger than it, without a just cause, necessitates accountability before Allah. Its right is to be slaughtered for consumption, not to have its head cut off and its body discarded. This warning encompasses both edible and non-edible animals. Therefore, the woman who killed the puppies must seek Allah's forgiveness, as the Shariah has not permitted the killing of any dog except for the rabid one, and a puppy is not rabid.
