Is the prayer of one who suffers from urinary incontinence valid if he washes his penis and wipes his underwear with water before performing ablution?
If you doubt the emission of urine and are not certain of its presence, then your ablution is valid and your clothes are pure, and you should not pay attention to whispers [waswasah]. What you are doing by washing the private part and wiping water on the underwear is incorrect unless you are certain of the presence of urine impurity. It is recommended to sprinkle a small amount of water on the private parts and trousers after performing ' [cleansing after relieving oneself] to cut off whispers [waswasah]. It is also to wait a little before performing istinja' to ensure the complete cessation of urine. However, after ensuring the cessation of urine and performing istinja', there is no need to wait in the restroom.
