What is the interpretation of Allah's saying: "Indeed, you do not guide whom you love, but Allah guides whom He wills," and is it permissible to love disbelievers from the People of the Book—a love that does not lead to following them—in light of the verse?

A Muslim is not permitted to love a polytheist, especially if the latter insists on their disbelief, because guidance is in the hands of God alone, and no one can guide whom God does not will to guide. The verse, "Indeed, [O Muhammad], you do not guide whom you like, but Allah guides whom He wills," was revealed concerning Abu Talib, whose guidance the Prophet, peace and blessings be upon him, wished for, but God did not destine it for him.
