Is it permissible to take a transfer commission and communication costs from the funds of charity and orphans when sending them to those entitled to them?

If the sadaqah is obligatory (like zakat), then according to the Shafi‘is and Hanbalis, the cost of its transport is borne by the muzakki (the one paying zakat). However, the Malikis hold that it should be taken from the public treasury (Bayt al-Mal), or that an equivalent amount should be sold and purchased in the destination country. The latter opinion is the more probable one. Nothing should be taken from zakat itself, and the expenses are borne by the muzakki.

However, if it is a voluntary sadaqah, it is permissible to take a commission and expenses from the sent money, provided that the sender explicitly or implicitly permits it. You are not obligated to spend on sadaqat sent through you unless you volunteer to do so.
