Is it permissible for a person to step with his foot on something written with Arabic letters?

It is forbidden to trample on papers written with Arabic letters or to leave them neglected. The one who does so is considered an apostate if they contain Qur'an or Hadith. Some scholars view it as absolutely forbidden to trample on letters, whether Arabic or non-Arabic, especially if they include the names of Allah.
