What is the ruling on naming with the names Murad and Mustafa, and were any of the Companions, Tabi'in, or righteous people named with them?

The basic principle concerning names is permissibility and lawfulness. Any name that does not carry a bad meaning is permissible to use. This includes the name "Mustafa," which is mentioned in the book "Tasmiyat al-Mawlud" (Naming the Newborn) as one of the names for boys. Although it is not confirmed that any of the Companions or famous Tabi'in (successors) were named with this name, it has been considered one of the names of the Prophet, peace and blessings be upon him. It is possible that "al-Mustafa" was one of his descriptions rather than one of his given names. In any case, there is no harm in being named with it. As for "Murad," the permissibility of naming with it has been previously clarified in a previous answer.
