Is it obligatory to prioritize making up for missed Ramadan fasts over fasting for an expiation for an oath (kaffarat al-yameen), or is it permissible to do otherwise?

Whoever has days to make up from Ramadan may delay making them up as long as another Ramadan has not begun. It is not permissible to delay making up the days until another Ramadan without an excuse. As for expiation for an oath (kaffarat al-yamin), the majority of scholars hold that it is obligatory to perform it immediately after breaking the oath. The Shafi'is, according to the more authoritative view, held that it becomes immediately obligatory if breaking the oath is a sin. According to the view of the majority, expiation for an oath must be given precedence because it is due immediately, while making up Ramadan is on a leisurely basis. If time becomes short such that only a few days remain until the next Ramadan, and these days are not enough for both making up the fast and performing the expiation, then making up the fast takes precedence because it is more emphasized.
