It is not permissible to let one's gaze roam freely, even with the intention of marriage. Rather, it is permissible to look at a woman one intends to propose to, if one is determined to propose and expects acceptance. One must be wary of indulging in fantasies and thoughts, as they are the root of corruption and the seed of Satan.
