Your neighbor is obligated to prevent their animal from harming you, as harming a neighbor is something Islam has forbidden and warned against. The Messenger of Allah, peace and blessings be upon him, said: "Whoever believes in Allah and the Last Day should not harm his neighbor." He also said: "By Allah, he does not believe; by Allah, he does not believe; by Allah, he does not believe." It was asked, "Who, O Messenger of Allah?" He said: "The one whose neighbor is not safe from his evils." It is permissible to kill an animal whose harm cannot be averted except by killing it, and there is no compensation or expiation for it.
