This fluid is madhy (pre-seminal fluid), which is impure (najis) and necessitates istinja (definition)' (washing the private parts) and wudu' (ablution). Some scholars consider sprinkling water over it sufficient. If the madhy is continuous, such that one does not find time to pray with proper purification, then he is considered to have incontinence (salasil). In this case, he should perform wudu' after the entry of the prayer time and pray as much as he wishes with that wudu' until the time for that prayer exits. However, if he finds sufficient time, he must perform wudu'. The Malikis are lenient regarding this continuous impurity. One is not obligated to search or look, and in case of doubt, the default assumption is that nothing has exited. Rubbing the area does not necessitate istinja' unless one is certain that an impurity has exited.
