Can a traveler combine two prayers before leaving his country?

The intention to travel is not sufficient to permit its concessions; rather, one must embark on the journey and depart from the houses of the town, in accordance with the Almighty’s saying: (And when you travel throughout the land, there is no blame upon you for shortening the prayer), and according to Anas's statement: "When the Messenger of Allah, peace and blessings be upon him, set out before the sun declined, he would delay Dhuhr until the time of Asr, then dismount and combine them. But if it declined before he set out, he would pray Dhuhr and Asr, then mount." Thus, the verse clarifies that a servant does not shorten the prayer إلا when he is traveling (striking out in the land), and he is not considered to be traveling until he departs from his town.
