Is it obligatory to repeat the Dhuhr and Asr prayers or the Maghrib and Isha prayers if they were prayed by combining and shortening them (jama' taqdim and qasr) during travel, then the traveler returned to his hometown a short time before or after the adhan for the second prayer's time?

A traveler is permitted to combine two prayers, either by advancing the first (jama' taqdim) or delaying the second (jama' ta'khir). This dispensation is established as soon as the travel is confirmed, even if the traveler knows that he will return to his country before the time of the second prayer. Imam al-Nawawi, in "Al-Majmu'," and Ibn Qudamah, in "Al-Mughni," mentioned that if someone combines two prayers by advancing the first while traveling, and then becomes a resident (i.e., returns home), his combining is valid, and he is not required to repeat the second prayer at its prescribed time. Furthermore, Sheikh Ibn 'Uthaymeen and the Permanent Committee for Scholarly Research and Ifta' have issued fatwas stating that combining prayers is permissible in this situation, although it is preferable not to combine if there is no need to do so.
