Is it permissible to pray Fajr (dawn) prayer in congregation at 8:00 AM if its time has passed?

Whoever misses a prayer due to sleep should perform it in congregation if possible, following the example of the Prophet (peace be upon him) and his companions when they overslept for the Fajr prayer and performed it in congregation after waking up. A Muslim must observe prayer on time, especially the Fajr prayer, by using an alarm or asking someone to wake him up.
