It is incorrect to say that "Bismillah" (mentioning God's name) in the aforementioned Hadith refers to mentioning it during slaughter. The reason for the Hadith, as stated in Sahih al-Bukhari from Aisha (may Allah be pleased with her), is that some people who had recently converted from polytheism would bring them meat, and it was not known whether God's name had been mentioned over it or not. So the Prophet said: "Mention Allah's name yourselves and eat." The intention of "Bismillah" here is the command to mention it before eating.
