Who are the transgressors (al-bughat), is it obligatory to fight them, and what is the difference between fighting them and fighting disbelievers, based on the noble verse: (But if one of them transgresses against the other, then fight the one that transgresses until it returns to the ordinance of Allah)?

The rebellious faction (Ahl al-Baghy) consists of a group of Muslims who revolt against the Imam based on an interpretation, and they possess strength and power. They are to be fought if they rebel for no oppression from the ruler, and people are to assist the ruler against them. Their fighting differs from fighting disbelievers in several aspects, including: not pursuing those who flee, not finishing off their wounded, not enslaving their women and children, not seizing their wealth as spoils, and they are to be washed, shrouded, prayed over, and buried in Muslim cemeteries.
