Is it legislated to give charity for a girl's university education, rather than for a basic education?

Voluntary charity (Sadaqat At-Tatawwu’) presents no objection to being given to assist a girl in completing her permissible university studies, even if she is not poor. As for obligatory Zakat, it is only to be disbursed to its rightful recipients. The situation of the girl should be considered: if she is poor and is studying a religious science, or a beneficial worldly science for the benefit of her religion or her worldly life, and she is unable to combine studying with earning a living, then it is permissible to give her Zakat to cover her tuition fees. The jurists have agreed on the permissibility of giving Zakat to a student of knowledge if he cannot combine seeking knowledge with earning a living. Some scholars have opined that it is permissible to give from Zakat to a student of worldly knowledge if he is seeking beneficial knowledge. Some scholars stipulate for the student of knowledge who is given Zakat that he be diligent and capable of achievement.
