Is a loan provided for the purchase of a bakery, which stipulates that flour must be purchased from the lender until the debt is repaid, considered usury (riba)?

If a person wishes to take an interest-free loan from a company, on the condition that he buys flour from it until the debt is repaid, this loan is impermissible. This is because stipulating a sales contract within a loan contract is not permissible and has been forbidden. Furthermore, every loan that draws a benefit is usury (riba), and this loan draws a benefit for the lending company. It has been narrated from the Prophet, peace and blessings be upon him, that he said: "A loan and a sale are not lawful together." And also, "Every loan that draws a benefit is usury."
