Is it permissible to weaken the Hadith of the splitting of the Ummah, which Al-Albani authenticated, based on Ibn Hazm, and are Ibn Hazm and Al-Qaradawi considered among those qualified to authenticate and weaken Hadith?

The aforementioned Hadith was narrated by Abu Dawud, Al-Tirmidhi, and others, and it has corroborating evidence from other Hadiths. It is a well-established Hadith, authenticated by Al-Tirmidhi, Al-Hakim, Al-Dhahabi, Ibn Kathir, Ibn Hajar, Al-Shatibi, and Ibn Taymiyyah, despite Ibn Hazm and Al-Shawkani deeming it weak. Al-Albani refuted those who weakened the addition "all of them in the Fire except one," by arguing for the Hadith's authentic addition, and by stating that those who authenticated it are more numerous and knowledgeable than Ibn Hazm.
