Is it permissible to sell a permit or an endorsement that enables its holder to purchase a commodity at a specific price, for a sum of money, to another person who then buys the commodity with it and profits from it?

If a specific entity grants a person a certain permit with special conditions that prohibit its sale or transfer, then it is not permissible to sell it, due to the generality of the Prophet’s (peace be upon him) saying: “Muslims are bound by their conditions.” However, if there is no impediment, then it is permissible to relinquish this right for a sum of money, because it falls under the category of waiving a right for which compensation is permissible, similar to the permissibility of resigning from positions for money. An example of this is what Ibn Rushd mentioned about Ibn Dahun, regarding the permissibility of paying money to desist from harming a person.
