What is the legal ruling on a neighbor, who is a partner in the water source and road, demanding preemption (shuf'ah) in an agricultural land that was purchased and its payment deferred for a year, knowing that the value of the money decreased during this period?

A neighbor is not permitted to tempt his neighbor into annulling a sale or requesting rescission, nor should a man sell over the sale of his brother. While the majority of scholars hold that a neighbor has the right of preemption (shufa), he does not have this right except according to the Hanafis. If the preemption claimant remains silent for an hour after learning of the sale, his right of preemption is forfeited.
