It is permissible to disburse Zakat to centers that collect and distribute it to the eligible recipients, because they fall under the Almighty's saying: "and those employed to collect [Zakat] upon it." These centers must be informed that it is obligatory Zakat and not a donation, so they may take from it what they need, and disburse the remainder to the Zakat recipients mentioned in the verse.
