The usufructuary's right to the land or ownership thereof in governmental transactions is not established until after allocation by lottery. Therefore, the land cannot be sold until ownership is settled. Furthermore, a mere waiver of entitlement is not permissible unless it pertains to an established and settled right, and provided that the governmental authority allows such a waiver.
