Is feeding sixty poor people, with three kilograms of rice for each, considered valid as expiation for saying, "I swear by Allah that you are forbidden to me as my mother is forbidden to me," when one is unable to free a slave or fast?

A man's statement to his wife, "I swear by Allah that you are forbidden to me as my mother is forbidden to me," constitutes ẓihār. Anger does not prevent its occurrence as long as the man is aware of what he is saying. The expiation for ẓihār is in sequential order: freeing a slave, and if he cannot find one, then fasting for two consecutive months, and if he is unable to do that, then feeding sixty needy people. Feeding sixty needy people is valid if he is unable to free a slave or fast. The amount of food required is half a ṣāʿ for each needy person (approximately 1.5 kg) or a mudd (750 grams).
