Smoking and masturbation are forbidden, and those who commit them must repent to Allah. If someone vows to fast for two consecutive years if they commit something forbidden, this vow is called an "oath of obstinacy and anger." The ruling on it is that theower has the choice between fulfilling the vow or atoning for it with an expiation for breaking an oath (kaffarat ). The questioner is required to repent and offer expiation for breaking an oath due to not fulfilling their vow, along with fearing Allah, increasing in acts of obedience, and avoiding the causes of sin.
