Is it permissible for monthly donations given to charitable organizations (for memorizing the Quran, for a charitable endowment, for aiding displaced persons) and to needy relatives in Syria to be intended to cover part or all of the obligatory Zakat on wealth?

It is not permissible to pay Zakat to recipients other than the eight categories mentioned in the Quran. It is not permissible to spend Zakat on charitable projects that do not involve transferring ownership of the Zakat to the poor, such as memorizing the Quran or charitable endowments. However, spending it on poor Syrian refugees is permissible, as is giving Zakat to poor relatives. There is no objection to paying Zakat in monthly installments, as long as nothing is delayed beyond the due date. If the Zakat paid is more than what is obligatory, the payer may intend the excess as charity.
