What is the ruling of Islamic law on dealing with the problem of accumulated trash in front of a newly built mosque, and is it considered a dereliction of duty not to relocate the mosque or change the location of the trash? Is it permissible to agree with the sanitation worker to pay him additional money in exchange for removing the trash daily, knowing that this is part of his job? And is there a sin on whoever participates in removing the trash if there is a possibility of finding papers with the mention of Allah among them?

We thank the questioner for his interest in the mosque. The presence of trash in front of the mosque is unsightly and must be changed. Therefore, efforts should be made with the mosque's community to move the trash to a distant location, or to ensure its quick removal. The questioner is not obligated to dispose of it daily.

As for an agreement with the worker, it should be coordinated with his employer. It is not permissible for him to take extra money beyond his salary for his obligatory work.

Regarding the issue of the papers, it is merely a baseless whisper (waswasah) that should not be given attention.
