Is it permissible to sell an old mosque and transfer its price to another mosque, or to convert it into a mosque for women or a women's Quranic memorization center, or to pray the obligatory prayers in it while the new one is used for Friday prayers and special occasions?

If the benefits of an endowment (waqf) cease, such as a mosque whose congregants have moved away from the area, it is permissible to sell it and use its price for a similar purpose. The authority responsible for endowments or the Sharia court must be consulted to handle the sale. Scholars such as Ibn Qudamah, Ibn Baz, and the Permanent Committee have issued fatwas permitting this, citing that Islamic law came to secure benefits and avert harms, and leaving an endowment idle is a waste of money. If a mosque becomes too small and cannot be expanded, it is permissible to sell its land and ruins and use the proceeds to build a new, larger mosque with its facilities, or to re-evaluate it and convert it into a school for teaching religious sciences while building another mosque.
