What is the ruling on one who is afflicted with the gaze and has obsessive-compulsive disorder and a fear that others will not notice his gazes, knowing that they carry no lust or desire, and he performs night prayers and all his obligatory prayers completely?

Allah Almighty commanded believing men and women to lower their gaze and guard their chastity, because looking is one of Iblis's arrows, with which he traps whoever is careless about it. Most indecencies begin with a look, and it has been authentically narrated in the hadith that the adultery of the eye is looking. Therefore, a Muslim must offer sincere repentance by ceasing to look at what is unlawful, regretting what has passed, and resolving never to return to it.
